Hyperventilating!

Yes, hyperventilating! Bush has commented that a Europe-based U.S. missile defense system is not an issue either side should "be hyperventilating about."

So what exactly is the bench mark to trigger off a bate of hyperventilating? Any suggestions of what Bush may have in mind? Would it be Pat Robertson caught kidnapping a sheep in St. Petersburg?
